City Councilman Andy King is under investigation for allegedly displaying “unwelcome attention” (muh dikking) to an aide, including asking to see her in a “beautiful gown,” it was disclosed Wednesday.

The Bronx Democrat “repeatedly asked the employee to smile more while shaking her hand and keeping an extended grip on her hand until she smiled,” said Steve Matteo (R-SI), chair of the council’s Committee of Standards & Ethics, speaking of the allegations against the five-year legislator.

King also allegedly asked the staffer for her personal phone number to invite her to a fundraising gala , where he hoped to see her “in a beautiful gown.”

Matteo offered the details after the committee went into closed session for more than an hour and cited council rule 10.80 — which prohibits council members from engaging in “disorderly behavior” — as the basis for the probe.

“The committee reviewed the report and after deliberation decided to schedule another meeting where the committee will hear additional information relevant to this matter,” Matteo said.

A spokeswoman for King did not immediately respond.

A former council staffer filed a notice with the Comptroller’s Office in 2015 of plans to sue the city because King allegedly “created a hostile work environment by sexually harassing and intimidating” her. The city Law Department said no lawsuit was filed.

A Bronx City Councilman was ordered to take sensitivity training after an ethics panel found Monday that he paid “unwanted attention” to a female staffer.

The Council’s Committee on Standards and Ethics voted unanimously to sanction Councilman Andy King (D-Bronx) following a two-hour session behind closed doors.

“After hearing testimony today from Councilman King, the committee deliberated and determined by a preponderance of the evidence that the allegations … were substantiated,” said committee chair Steven Matteo. “Councilman King violated the Council’s anti-harassment and discrimination policy.”

King, who chairs the Committee on Juvenile Justice, denied the charges but agreed “voluntarily to complete the Council’s mandated training,” Matteo said.

The allegations against King — revealed in detail for the first time last week — include claims he repeatedly asked a female staffer to smile while grasping her hand and requested her phone number so he could invite her to a gala where he wanted to see her “in a beautiful gown.”

King will have to complete ethics training administered by council lawyers within 30 days and sensitivity training 30 days after Matteo approves a program.

In 2015, a former staffer with the council’s Black, Latino and Asian Caucus, which King co-chaired, filed a notice of claim with the Comptroller’s Office in preparation for a $1.25 million lawsuit suit against the city, charging King had harassed her.

But officials said the suit was never filed.

King, who was first elected in November 2012, represents the 12th Council District, which includes the borough's Williamsbridge and Co-op City sections.

Disgraced former Councilman Ruben Wills is the last member of the body to be sanctioned by the committee, which stripped him of a committee post and his right to dispense discretionary funds.

Wills is serving a 2- to 6-year prison term after being convicted of redirecting about $11,500 in public matching funds from his 2009 campaign to go to his nonprofit and using the funds for personal purchases.

Apparently, the “sensitivity training” didn’t work.

A year after the city spent $3,500 to teach him how to act, City Councilman Andy King (D-The Bronx) is facing new harassment charges, officials disclosed Monday.

The City Council’s Committee on Standards and Ethics said it’s moving ahead with disciplinary proceedings against the Bronx Democrat for creating a hostile work environment – but this time the charges also involve his wife.

King was forced to take “sensitivity training” last year for giving unwanted attention to a female staffer.

Now, he’s charged with engaging in harassment again.

He is also accused of allowing his wife — Neva Shillingford-King, an executive vice president at Local 1199 SEIU — to harass one of his staffers and of misusing “city resources” on numerous occasions, according to Councilman Steven Matteo (R-Staten Island), who chairs the ethics panel.

In yet another accusation, King allegedly let an aide with “supervisory responsibilities repeatedly threaten a subordinate with violence” at both office and at work functions — and even commit “an act of violence” against the underling, said Matteo.

He declined to provide more details, saying the councilman “has refused to cooperate with the investigation and only made himself available for five minutes to discuss a separate, but related investigation, into one of his staff members.”

After meeting in closed session for an hour, the ethics committee also announced it was pursuing formal charges against Councilman Barry Grodenchik (D-Queens), who is accused of being too affectionate to a female Council staffer.

He is accused of making the staffer uncomfortable by talking about her weight, repeatedly greeting only her with a hug and a kiss on the cheek while in the presence of co-workers, and making her uncomfortable at a work meeting attended by several other people by blowing a kiss across the table.

He faces a disciplinary hearing on May 13.

Carrie Cohen, a former federal prosecutor who led the corruption case against disgraced former Assembly Speaker Sheldon Silver, has been tapped by the Council to prosecute Grodenchik.

The councilman has said it was never his “intention to make any person feel uncomfortable” and will be “more sensitive to that in the future.”

King didn’t return calls from The Post.

The City Council’s ethics committee voted Wednesday to charge Bronx Councilman Andy King with retaliation, disorderly conduct, conflict of interest and sexual harassment.

Committee Chair Steve Matteo said that between “2015 and 2019 Council member King either engaged in, encouraged, committed, condoned or failed to prevent conduct that violated certain laws of the city.”

A disciplinary hearing is set for Sept. 10 when King can appear with an attorney to defend against the charges.

Just last year King was ordered to take “sensitivity training” after repeatedly asking a female staffer to smile while grabbing her hand and requested her phone number so he could invite her to a gala where he wanted to see her “in a beautiful gown.”

Now, he’s charged with engaging in harassment again.

He is also accused of allowing his wife — Neva Shillingford-King, an executive vice president at Local 1199 SEIU — to harass one of his staffers and of misusing “city resources” on numerous occasions, according to Matteo (R-Staten Island), who chairs the ethics panel.

City councilman won’t stop bad behavior despite charges, officials say

Councilman Andy King continued to retaliate against his staff and violate ethics rules following his indictment by the City Council’s ethics committee, officials alleged Thursday.

“It has come to our attention that that council member King has engaged in additional retaliatory behavior against staff members and additional Conflict of Interest violations,” charged Ethics Committee chairman Steve Matteo (R-Staten Island).

Matteo did not disclose Thursday’s vote tally. King’s next hearing is slated for Sept. 13.

With a two-thirds vote, the Council has the power to yank King’s committee assignments, impose a fine, censure or even expel the bow-tie wearing lawmaker.

The Ethics Committee added the new allegations to the four-count ethics indictment King already faces, which charges he violated the Council’s retaliation, disorderly conduct, conflict of interest and sexual harassment policies.

At an August hearing, Matteo revealed some of those charges stemmed from evidence that King, a Democrat, allowed his wife — Neva Shillingford-King, an executive vice president at Local 1199 SEIU — to harass a staffer and misuse “city resources” on numerous occasions.

The chairman also reported that King allegedly allowed an aide with “supervisory responsibilities repeatedly threaten a subordinate with violence” at work and office functions — and even commit “an act of violence” against the underling.

King’s office did not immediately respond to messages left at his downtown and district offices seeking comment.

It’s the second time in two years King ran afoul of Council rules. In 2018, he was ordered to get “sensitivity training” after the Ethics Committee found he paid “unwanted attention” to a female staffer.
