Man Arrested in Connection With Newport Beach Double Homicide

An arrest was made in connection with the killings of two people in a Newport Beach home, officials said.

Jamon Rayon Buggs, 44, was arrested on suspicion of killing Darren Donald Partch and Wendi Sue Miller, 48, according to the Newport Beach Police Department.

The pair were found dead in a home along the 2100 Block of East 15th Street Sunday evening.

Buggs was already in custody for an unrelated charge stemming from an incident in Irvine.

A homicide investigation is underway after a man and woman were found dead Sunday night at an apartment building in Newport Beach, authorities said.

Wendi Miller, 48, of Costa Mesa, and Darren Partch, 38, of Newport Beach are seen in these photos provided by friends.

The pair were identified as Wendi Miller, 48, of Costa Mesa, and Darren Partch, 38.

They were found just before 9:30 p.m. inside Partch's apartment by Partch’s roommate at the Villa Siena complex in the 2100 block of East 15th Street, Newport Beach Police Department Officer Heather Rangel said.

The caller told authorities he found his roommate and a woman he didn't know dead inside their unit when he arrived home.

The cause of death is under investigation, Rangel said. The case is being investigated as a double homicide.

Suspect Accused In Double Homicide Has Long Rap Sheet

NEWPORT BEACH (CBSLA) – The suspect in a double homicide in Newport Beach has a long rap sheet, authorities said Friday.

The 44-year-old ex-con — already facing charges related to a rash of attempted break-ins in Irvine, was booked Friday on suspicion of killing a man and woman in a Newport Beach apartment, police said.

Jamon Rayon Buggs, a personal trainer by trade, lives in Huntington Beach.

Thursday evening, CBS2’s Stacey Butler spoke to several of Boggs’ neighbors. One said she often heard fighting coming from his apartment.

Another said she remembered one fight in particular. “He was kind of aggressive, doors slamming. [They were] chasing each other, around the pool, to the parking lot.”

Buggs is being held on $1 million bail related to the attempted burglaries. In one, he is accused of opening fire on a resident who interrupted the break-in. The resident was not hurt.

Buggs is accused of killing 48-year-old Wendi Sue Miller of Costa Mesa
and 38-year-old Darren Donald Partch of Newport Beach. The two were found in Partch’s residence at Villa Siena, the Orange County coroner’s office
reported.



Miller gave Partch a ride home from a club Friday evening. When she didn’t return home, she was reported missing. Their bodies were discovered about 9:30 p.m. Sunday in the residence on the 2100 block of East 15th Street near Irvine Avenue, according to Newport Beach Police..

Buggs is charged with attempted burglary of an inhabited dwelling,
discharge of a gun at an inhabited dwelling, possession of a firearm by a
felon, and leading police on a chase, all felonies, as well as a misdemeanor
count of hit-and-run with property damage and a sentencing enhancement
allegation of being armed with a gun in the commission of a felony.

Officials said Buggs is no stranger to burglaries and break-ins. He also has a history of committing violent crimes.

Butler reported Friday, that Buggs committed battery on an officer in San Diego in 1994. A year later, he was charged with an assault with a deadly weapon.


He pleaded guilty to felony vandalism and possession of a firearm by a felon — both felonies — as well as taking property from another and brandishing a firearm, both misdemeanors, in September of 1996, according to court records. He was sentenced to 32 months in state prison, according to court records.

In 1996, he was also charged with grand theft auto.

In 2000, Buggs was convicted on another charge of being a felon in possession of a firearm.

In the past few years, there have been four domestic violence convictions and two DUIs.

Butler reported that just three months ago, Buggs’ live-in girlfriend sought a restraining order against him as authorities filed another domestic violence charge. After she moved out, he reportedly tried to break into her home.


Just a little more than one week later, police say he committed the double homicide.
