Woman accused in fatal Fairview hit-and-run appears in court

The woman accused of killing a man in an Anchorage hit-and-run collision last year made her initial court appearance Thursday afternoon.

Adanna Francis, 19, faces charges including second-degree murder, manslaughter, DUI, leaving the scene of an injury accident, reckless driving, and driving with a cancelled or revoked license.
She was arrested Thursday morning by police and held at the Anchorage jail.

Francis is accused of killing 40-year-old rollerblader Paul Winter in a June 5, 2018 collision on Cordova Street between 9th and 10th avenues. Police said at the time that witnesses had spotted a black Ford Expedition being driven recklessly, headed south on Cordova.

Assistant District Attorney Dan Shorey, who helped prosecute the case, said Thursday that he couldn’t discuss some details until they were formally filed in court documents. He attributed the delay in filing charges against Francis to an extensive investigation, which determined that Francis was impaired by a "controlled substance" he couldn't yet publicly name.
