The Ontario College of Physicians and Surgeons revoked Dr. Rasiklal Morzaria’s licence to practise after he was found guilty Monday of sexually abusing a young boy for several years.
“This committee is shocked and appalled by your behaviour,” said Dr. Eric Stanton, chairman of the college disciplinary committee.
“By repeatedly sexually abusing a young, extremely vulnerable boy over a number of years for your own personal gratification, you violated those boundaries and trust between a doctor and patient,” said Stanton after Morzaria, 74, pleaded no contest to the allegations, which means he didn’t deny them and there is no hearing.
His plea means the college accepts the agreed statement of fact and revoked his licence immediately for his act of unprofessional, disgraceful conduct.
“Your conduct not only involved deceit and coercion but also interfered with a police investigation,” said Stanton in a stinging reprimand.
“This behaviour cannot, and will not, be tolerated by the profession or the public at large,” said Dr. Stanton.
College prosecutor Carolyn Silver said Morzaria treated Patient A from the time he was six years old in 2006 until he was 12 in 2013. Patient A’s identity is covered by a publication ban.
Morzaria lied to the young boy that he was an undercover cop and if the boy revealed the abuse to anyone, “he and his family would spend the rest of their lives in jail,” said Silver.
“This made Patient A afraid to tell his parents,” said Silver in reading an agreed statement of facts.
Sexual abuse and invitation to touching ensued, said Silver.
Morzaria arranged to pick up the boy at his home on weekends and drove him back to the clinic when no staff members were present, said Silver. The abuse remained secret because Patient A’s mom trusted the doctor and Patient A believed that Morzaria was an undercover cop.
After Patient A finally revealed the abuse to his mother in June 2013, she ended her son’s relationship with the doctor and reported him to the police, said Silver.
“Dr. Morzaria called Patient A’s house after the matter was reported to the police and he tried to dissuade Patient A’s mother from pursuing her complaint with threats of publicity for her family,” said Silver.
The criminal charges stemming from these allegations were stayed in 2015 as a judge ruled there was an unreasonable delay in coming to trial.
