Damien Rice
Richmond County District Attorney

A convicted Staten Island drug kingpin’s son has been charged with running his jailed dad’s narcotics-trafficking operation.

Jahcaiy Moore, 25, was arrested Tuesday along with nine others and indicted Wednesday on a slew of charges, including possession of and distributing cocaine, heroin and fentanyl, according to Richmond County’s District Attorney’s Office.

Moore’s father, Damien “Drama” Rice, 47, was arrested in September 2018 for acting as the main director of a narcotics operation collecting over $75,000 in profits between May 24, 2018, and Sept. 28, 2018, according to court papers.

But Moore took over his fathers’ operation –– distributing the drugs to many of the same customers, investigators found.

The drugs distributed to customers in both operations are connected to multiple fatal drug-overdoses, prosecutors added.

“Cocaine, heroin, and fentanyl have a well-known history of destroying lives and devastating communities. Anyone who deals in illegal narcotics should understand that the nation’s best investigators will stop at nothing to rid our city of illegal drugs, and bring those who would seek to profit from their proliferation to justice,” said NYPD Commissioner James O’Neill.

Rice pleaded guilty to a slew of charges including operating as a major trafficker on Oct. 3 and will be sentenced on Dec. 5, where prosecutors say he’s expected to get 16 years in prison and five years of post-release supervision.

Prior to his conviction, Rice was arrested on drug charges in 2009 and, similarly, in 2012, confirmed by police sources.

Following Rice’s arrest, a year-long operation, known as “Operation Encore,” began in September 2018, according to prosecutors.

Police began making arrests in September, after the New Jersey Attorney’s office issued a search warrant to search for one of Moore’s residences there, according to prosecutors.

Moore has been in custody since September and was re-arrested on Tuesday. He pleaded not guilty to the new charges on Wednesday.

He remains in federal custody and is set to appear back in court on Dec. 11.
