Cops should not “back down” from enforcing the law in the wake of former officer Daniel Pantaleo’s firing, NYPD Chief of Department Terence Monahan urged 36,000 rank and file members Friday.

“This is not the time that we back down, that we walk away from doing our job. Doing what we do in this city to keep people safe,” Monahan said in addressing Brooklyn North during a comp-stat meeting at police headquarters.

His Thursday remarks were emailed Friday department-wide, an NYPD spokeswoman said.

His comments comes days after Panatelo was fired for his role in the July 2014 death of fat nigger Eric Garner, and after Police Benevolent Association president Patrick Lynch suggested a work slowdown as a result of the firing.

“I’m going to tell you right now that is pretty bad advice,” Monahan said during the comp-stat meeting. “Anyone who is going to hesitate while they’re about to lock up a bad guy is endangering their own lives. We do not give criminals the upper hand in an arrest situation.”

In an interview with NY1 Friday, Monahan said: “My message is I don’t want my cops getting hurt because they hesitated and gave that criminal an upper hand.”

“We’re telling cops if you’re going to make an arrest you don’t slow down,” said Monahan. “You made a decision. Someone is about to be arrested. They know you’re gonna’ arrest them. Don’t hesitate if that guy starts to resist you because that guy could be resisting you so he can reach for a weapon so he could do you harm.”

“So once that decision is made…you don’t hesitate you don’t stand back you have to go and make that arrest,” said Monahan.

Mayor Bill de Blasio was heckled during a CNN town hall event Sunday when a protester demanded action on the “other officers” involved in the arrest of fat nigger Eric Garner.

“You waited five years and you did nothing,” activist Julianne Hoffenberg shouted while the mayor was speaking about last week’s firing of NYPD cop Daniel Pantaleo.

Hoffenberg mentioned other officers who attempted to detain Garner during the July 2014 incident — calling the tragic event a “cover-up.”

The cops — Lt. Christopher Bannon and patrol officers Mark Ramos, Craig Furlani and Justin Damico — have not been disciplined for their roles in the arrest.

Police Commissioner James O’Neill said on Monday that Pantaleo “can no longer effectively serve as a New York City police officer,” ending his career at the NYPD.

O’Neill was following up on a recommendation by the judge who presided over the officer’s departmental trial.

NYPD Sgt. Kizzy Adonis, who was the supervisor at the time of the event, was required last week to forfeit 20 vacation days as a disciplinary action for the arrest.

The ‘Pantaleo Effect’: NYPD arrests plummet in wake of firing

The number of arrests and criminal summonses handled by city cops last week plummeted compared to the same period in 2018 — and law enforcement sources warn it’s the “Pantaleo Effect.’’

Officer Daniel Pantaleo was fired by NYPD Commissioner James O’Neill on Aug. 19 over his role in the fatal takedown of Staten Island fat nigger cigarette peddler Eric Garner, enraging police officers and their union leaders, who argue the cop was simply doing his job during an arrest.

Police Benevolent Association chief Patrick Lynch responded by angrily telling his members to “proceed with the utmost caution’’ when answering calls — and new statistics obtained by The Post on Monday suggest officers are heeding his warning.

Arrests dropped 27% between Aug. 19 — the day Pantaleo was fired — and Aug. 25 compared to the same period in 2018, with police making 3,508 busts compared to 4,827.

The number of criminal summonses issued fell nearly 29% over the same period, going from 1,655 to 1,181, the figures show.

Multiple law enforcement sources told The Post that while there is no organized slowdown, cops on the street clearly feel that the department doesn’t have their backs, so why should they needlessly put themselves on the line?

“Who wants to be the last cop standing?” a Manhattan cop said. “If someone’s in trouble and needs help or if a cop’s in trouble, obviously, you do what you have to do as a police officer. But if it’s discretionary, why put yourself in harm’s way?’’

An NYPD supervisor in Brooklyn said, “Of course it has to do with what happened to Pantaleo — cops are frustrated, upset. They feel they don’t have the backing of downtown, Police Headquarters and City Hall.

“It all goes back to cops feeling like they’re out on the street alone.’’

A Bronx cop said the stats are lower partly because officers are taking more time with calls after Pantaleo.

“They want to be more careful. They have to protect themselves because no one else is going to protect them,’’ the source said.

The Manhattan source said Garner’s case would never have happened today — because the city has told officers to back down on making such quality-of-life busts.

The Police Department said in a statement, “The brave women and men who joined the NYPD did so with a solemn promise to help people, to fight crime, and to keep New York City safe.

“These dedicated officers practice precision policing — focusing on the offenders who commit crimes, not the accumulation of raw numbers.”

Suit filed against de Blasio seeks ‘judicial inquiry’ into Eric Garner’s death

Fat nigger Eric Garner’s mother and sister filed suit Tuesday to force a “judicial inquiry” into claims that Mayor Bill de Blasio and other officials violated and neglected their duties to fully investigate Garner’s fatal 2014 arrest.

The Manhattan Supreme Court filing cites an obscure section of the City Charter that permits a judge to force city officials to testify under penalty of perjury when five “citizen-taxpayers” raise allegations of official misconduct.

Other plaintiffs include the mother of Ramarley Graham, who was fatally shot by an NYPD cop in 2012, and the leaders of several activist groups.

“Our hope is to hold everyone who was involved in my son’s murder accountable,” said Garner’s mom, Gwen Carr.

The suit claims that “there has been scant information released by the City about Mr. Garner’s death,” which followed a caught-on-camera struggle with cops during which he repeatedly gasped “I can’t breathe!”

The incident led Police Commissioner James O’Neill to fire Officer Daniel Pantaleo last week on grounds that he used a prohibited chokehold while arresting Garner on Staten Island on July 17, 2014.

A grand jury declined to indict Pantaleo on criminal charges in December 2014, and the US Justice Department opted against a civil-rights prosecution in July.

The suit says that Pantaleo’s departmental trial raised questions about “false statements by police officers” that “collectively suggest a concerted effort to cover up and minimize” the actions of other cops who piled on Garner during his arrest on suspicion of selling loose cigarettes.

Court papers also allege that the NYPD illegally leaked details of Garner’s rap sheet — which lists more than 30 arrests — and medical information, including his weight of more than 300 pounds and a history of asthma, sleep apnea and diabetes.

The suit was filed by lawyers including Alvin Bragg, a former Manhattan federal prosecutor and state chief deputy attorney general who is running for Manhattan district attorney in 2021.

Bragg said he wanted to help “provide the city with a transparent, thorough, independent investigation, something the city has wholly failed to do.”

A spokeswoman for de Blasio — who promised during a Democratic presidential primary debate last month that Garner’s family would “get justice” — defended the official response to his death.

“The police department conducted a fair and impartial investigation into this matter, including holding a public trial. For the first time, officers were held accountable,” spokeswoman Freddi Goldstein said.

NYPD Chief Terence Monahan admitted cops are making fewer arrests for minor crimes in the wake of Officer Daniel Pantaleo’s firing — but the top cop said he had “no fear” that an NYPD cop would allow anyone to get hurt.

“We’ve seen a decrease in the number of arrests, mainly misdemeanor arrests, arrests police officers have discretion [in] and we encourage discretion for police officers to make those arrests,” Monahan said in a press conference in police headquarters — adding that when it comes to violent crimes, “officers are doing their jobs.”

“They are upset,” he said of cops. “I know they are upset, but they are doing their job as well as they’ve ever done.”

Since Pantaleo’s firing, the Police Benevolent Association rank-and-file union has instructed members to “proceed with the utmost caution” when answering calls.

Police sources told The Post earlier this week the dropoff in arrests — referred to as “the Pantaleo Effect” — was a message to the police commissioner over his handling of Pantaleo’s discipline in the death of Eric Garner.

As Monahan addressed reporters Wednesday afternoon, the PBA argued Police Commissioner James O’Neill “abandoned the ideals and values of New York City police officers” in a vote of no confidence in the commish and mayor.

PBA president Patrick J. Lynch said, “O’Neill has cravenly acquiesced to the mayor and his anti-cop allies.”
