Female corrections officers busted for strip-search ran ‘coordinated scheme’

The six city corrections officers accused of unlawfully strip-searching visitors at the Manhattan Detention Complex were running a “coordinated scheme” to conduct invasive probes and then cover it up, prosecutors alleged.

Trial began Wednesday for Leslie-Ann Absalom, a retired captain, Daphne Farmer, Jennifer George, Lisette Rodriguez, Alifa Waiters and Latoya Shuford, who allegedly “cornered” and “surrounded” female visitors between April and August 2018 and forced them to drop their pants while they searched for smuggled drugs.

In three of the five strip searches, the officers then lied in arrest paperwork, stating that the contraband they recovered had been surrendered voluntarily, prosecutors said.

“This was a team effort, a coordinated scheme by the people who run the MDC Visit Area, including their supervisor,” Assistant District Attorney Michael Mulanaphy said during opening statements.

During one of the searches, George, Waiters, Farmer and Rodriguez threw a visitor against a wall and tackled her to the floor before making her remove her pants and underwear, prosecutors said.

“The officers grabbed her arms, put a hand around her throat and started choking her,” Mulanaphy said, then “reached inside her underwear.”

The officers found marijuana and Xanax, arrested the woman, then filed paperwork claiming they had discovered the drugs after they fell from her waistband, prosecutors said.

“They knew it. They knew what they were doing was illegal, so they lied about it,” Mulanaphy said. The prosecutors did not give a reason why they may have conducted the searches.

Lawyers for the corrections officers argued that the defendants were keeping contraband out of the hands of inmates who they claimed were dangerous gang members.

“These ladies were visiting their Blood gang member boyfriends,” George’s lawyer David Krisch said of the visitors who were strip-searched. “They weren’t just visiting them to give them a hug, they were visiting them to bring them stuff they knew was illegal.”

Defense attorneys also claimed that their clients were never given training on proper search procedure — and told the court that the DOC had only started teaching officers how to conduct visitor searches after a rash of complaints prompted a Department of Investigation probe.

“This wasn’t isolated. There were problems with visits throughout the entire jail system,” said attorney Louis Albert, who represents Rodriguez. “This case is nothing more than scapegoating these officers.”

The defendants have each pleaded not guilty to their charges, which include official misconduct, unlawful imprisonment, conspiracy, criminal possession of a forged instrument and offering a false instrument for filing.

“This case is not about keeping marijuana and cigarettes out of the Manhattan Detention Complex. This case is about officers and a captain who conspired to violate rules so they could do more than just keep out contraband,” Mulanaphy told the court.

“They thought that if they all stuck to the same story, they would get away with it,” he added. “After all, who would you believe — corrections officers, or the girlfriends of criminals?”

Manhattan correction officers convicted for illegal search scheme

Five female correction officers who worked in a lower Manhattan jail were convicted on Friday of running a scheme to illegally search visitors and of covering up the invasive probes, authorities said.

Leslie-Ann Absalom, a former captain at the Manhattan Detention Complex, was found guilty in the conspiracy along with Daphne Farmer, Jennifer George, Lisette Rodriguez and Alifa Waiters, Manhattan District Attorney Cy Vance said in a statement.

The group of correction officers “cornered” at least five female visitors at the lockup in 2018 and tore off their clothes and underwear to find contraband that was being smuggled into the jail, prosecutors charged.

During one of the searches, George, Waiters, Farmer and Rodriguez tackled the victim to the floor before making her remove her pants and underwear, prosecutors said during their trial.

“The officers grabbed her arms, put a hand around her throat and started choking her,” Assistant District Attorney Daniel Passeser said during opening statements.

The officers then “reached inside her underwear” and found marijuana and Xanax, but falsely claimed in paperwork that they found the drugs when they dropped out of the visitor’s waistband.

The group also falsified two other reports, prosecutors said.

“It is my hope that today’s convictions serve as a warning — regardless of whether the perpetrator is an inmate or an officer, illegal behavior in Manhattan’s jails will not be tolerated,” Vance said in a statement.

The women were convicted of conspiracy and a number of other charges, including unlawful imprisonment, Vance said in a statement.
