KIPS BAY, Manhattan (WABC) --
A child welfare worker is accused of attacking a little boy in Manhattan.

Eyewitness News has learned troubling details about his criminal past.

The big question is, how this employee was even hired by ACS after he served 28 years behind bars for second degree murder.

55-year-old Jacques Edwards was working Friday at the Nicholas Scoppetta Children's Center when the incident happened.


Police say he's accused of pushing a 6-year-old boy in ACS custody into a door, before carrying him to a large metal cabinet and shoving the child's head into the top open cabinet.

There's no word on the boy's condition.

Edwards, who has been with ACS for four years, is now facing charges of assault and endangering the welfare of a child.

Edwards was arrested in 1981 and charged with second degree murder from an incident in Brooklyn. He was just released in 2010.

An Administration for Children’s Services worker who served 28 years for murder was arrested Monday after attacking a 6-year-old boy at a Manhattan foster care center, sources said.

Jacques Edwards, 55, who works at the city-run Nicholas Scoppetta Children’s Center in Kips Bay, was charged Monday with assault and endangering the welfare of a child, officials said. His bail was set at $15,000.

According to the criminal complaint, Edwards picked up the child and carried him to a doorway, where he “forcefully pushed the child against the door in effect using the child to open the door.”

He then lifted the boy and shoved him headfirst into an open metal filing cabinet at the center on First Avenue and East 29th Street, according to the complaint filed in Manhattan Criminal Court.

The child suffered a cut to the left temple and was treated by a nurse at the facility.

Edwards was arrested by Port Authority police in June 1981 for attempted murder, attempted robbery and criminal use of a firearm.

The following month, he was arrested in Brooklyn on a warrant for charges including murder and criminal use of a weapon.

He served time in an upstate prison from 1982 to 2010, after being convicted of second-degree murder, criminal possession of a weapon, attempted murder and criminal possession of stolen property, according to records.

He was on parole until July 2016, according to the records.

Edwards, who was hired by ACS four years ago as a juvenile counselor, earned $26,424 last year, according to payroll records.

An ACS spokesperson said that Edwards would not be hired if he was applying for work today because the agency has made “significant changes” in its background check policies.

“Our top priority is the safety and well-being of New York City’s children,” the spokesperson told The Post. “As soon as this employee’s actions came to our attention we immediately removed him from duty and alerted law enforcement.”

Edwards’ LinkedIn page says he earned a master’s degree in professional studies and ministry from the New York Theological Seminary.

On May 27, he posted a photograph of a note on Facebook that read: “Sometimes you must hurt in order to know, fall in order to grow, lose in order to gain, because most of life’s greatest lessons are learned through pain.”

He added in a caption: “These few lines are profound to me … thought I pass it on. Peace.”
