Mohamed Noor was named as the Minneapolis police officer who is accused of shooting and killing Justine Damond, an Australian yoga teacher and spiritual healer.

Damond was shot and killed while wearing her pajamas and speaking to another police officer after calling 911 to report a possible assault in an alley behind her home on July 15, reports The Minneapolis Star-Tribune.

The shooting death has caused outrage in both Australia and Minnesota, where Damond, who also went by the name Justine Ruszczyk, was a beloved teacher of meditation who held betterment workshops.

A year ago, the arrival of Noor on the Minnesota police force was celebrated by the mayor and Somali community he hails from.

BCA: Officers Were ‘Startled’ By Noise Before Australian Woman’s Shooting
A bicyclist who witnessed the shooting is being sought by investigators.

MINNEAPOLIS (WCCO) — The Minnesota Bureau of Criminal Apprehension says the Minneapolis police officer who fatally shot an Australian woman Saturday night declined to be interviewed by them.

The BCA says they did interview Officer Matthew Harrity on Tuesday, who said he and Officer Mohamed Noor responded to a report of a possible assault on the 5100 block of Washburn Avenue South at about 11:30 p.m.



Harrity, who was driving the squad car, says he was startled by a loud sound right before the victim — 40-year-old Justine Damond — approached his window.

Officer Noor, who was in the front passenger seat, then reached over Harrity and fired once at Damond, striking her in the torso. She was pronounced dead at the scene.



Both officers did not have their body cameras activated, and their squad car’s video and audio-recording system was not turned on.

Janeé Harteau Resigns As Minneapolis Police Chief

MINNEAPOLIS (WCCO) — Amid controversy stemming from her response to another in a string of headline-making police shootings, Janeé Harteau has resigned as Minneapolis Police Chief.

According to a statement from the city, the chief’s resignation comes at the request of Mayor Betsy Hodges, who has clashed publicly with Harteau in the past.

In her resignation letter, Harteau says the recent shooting of Justine Damond, “as well as some other recent incidents, have caused me to engage in deep reflection. … I’ve decided I am willing to step aside to let a fresh set of leadership eyes see what more can be done for the MPD ot be the very best it can be.”

Mayor Hodges also released a statement on the chief’s resignation:

“As far as we have come, I’ve lost confidence in the Chief’s ability to lead us further — and from the many conversations I’ve had with people around our city, especially this week, it is clear that she has lost the confidence of the people of Minneapolis as well,” the statement said.

On Thursday, five days after the police shooting of Justine Damond in south Minneapolis, Harteau spoke publicly for the first time. She had been out of town since the shooting, on vacation.

“Justine didn’t have to die. Based on the BCA information, this should not have happened. We’re talking about the actions of one individual,” Harteau said.

In the meantime, the mayor is nominating Medaria Arradondo as the new chief of police. Arradondo is currently serving as the assistant chief of police.

Harteau has been under growing pressure to speak out about her department’s officer involved shooting. Some were questioning why she wouldn’t cut her vacation short and return with answers.

MPD Officer Noor Charged In Justine Damond’s Shooting Death

MINNEAPOLIS (WCCO) — Sources tell WCCO Minneapolis police officer Mohamed Noor has been charged in the shooting death of Justine Damond.

Noor turned himself into the Hennepin County Jail Tuesday. He faces third-degree murder and second-degree manslaughter, both felonies.

Hennepin County Attorney Mike Freeman will make an announcement on the case at 2:30 p.m. Tuesday.

Noor is currently being held at the Hennepin County Jail on $500,000 bond.

Damond, 40, was fatally shot on July 15, 2017 after calling 911 to report a possible sexual assault in the alley behind her south Minneapolis home.

Noor shot the Australian native from inside a squad car shortly after he and his partner arrived on the scene.

Damond died in the alley.

The Minnesota cop who shot and killed an Australian bride-to-be was charged with murder and manslaughter, according to a report Tuesday.

Officer Mohamed Noor, 31 — who allegedly killed 40-year-old Justine Damond of Minneapolis in July — was booked into Hennepin County jail at 11:16 a.m., according to the Minnesota Star Tribune.

Noor was charged with third-degree murder and second-degree manslaughter. His bail was set at $500,000, the paper reported.

Noor and his partner, Matthew Harrity, had been called to Damond’s home after she called 911 to report a possible sexual assault happening behind her home.

Investigators say Noor, who was sitting in a police car, shot the Sydney-born yoga instructor in the gut while she was approaching the driver’s window of the vehicle.

Noor has said he was startled by a loud sound before opening fire. He claimed to have seen a young white male bicycling toward Damond’s house immediately before the shooting.

But charges unsealed Tuesday said the cop failed to properly investigate before pulling the trigger.

“There is no evidence that … Officer Noor encountered, appreciated, investigated or confirmed a threat that justified the decision to use deadly force,” according to charges cited by the Star Tribune.

“Instead, Officer Noor recklessly and intentionally fired his handgun from the passenger seat, a location at which he would have been less able than Officer Harrity to see and hear events on the other side of the squad car.”

Damond’s fiancé, Don Damond, and her family called the charges “one step toward justice” in a joint statement.

“While we waited over eight months to come to this point, we are pleased with the way a grand jury and County Attorney Mike Freeman appear to have been diligent and thorough in investigating and ultimately determining that these charges are justified,” the statement proclaims.

“We remain hopeful that a strong case will be presented by the prosecutor, backed by verified and detailed forensic evidence, and that this will lead to a conviction. No charges can bring our Justine back. However, justice demands accountability for those responsible for recklessly killing the fellow citizens they are sworn to protect, and today’s actions reflect that.”

Noor’s attorney Thomas Plunkett declined to comment.

Jury Reaches Verdict In Mohamed Noor Trial

MINNEAPOLIS (WCCO) — After about a day of deliberation, a jury has reached a verdict in the Mohamed Noor trial.

The jury of 10 men and two women got the case Monday after weeks of testimony. Jurors heard from more than 60 witnesses and experts about the case and procedures.

Noor, a former Minneapolis police officer, is charged with murder and manslaughter in the 2017 shooting death of Justine Ruszczyk Damond. She had called 911 to report a possible sexual assaul behind her home.

On Tuesday afternoon, the jury deliberated for several hours before finally reaching a verdict. The prosecution and defense teams were asked to proceed to the courtroom immediately.

Prosecutors say Noor was not justified in shooting Damond, who called 911 about a possible sexual assault in the alley behind her south Minneapolis home.

Noor’s defense argues his actions were reasonable given all the circumstances. Noor testified that he shot Damond after hearing a bang on his squad car.
