Augusta code enforcement officer killed in shooting

An Augusta code enforcement officer was killed Thursday during a service call on 13th Avenue, and authorities continued to hunt for the suspect throughout the day.

The victim was Charles “Chip” Case, who worked for animal services before transferring to Planning and Development, City Administrator Jarvis Sims said.

“We are incredibly shocked and saddened by this terrible crime,” Sims said. “Chip was a kind, dedicated team member and colleague. Our hearts are breaking and our prayers are with his family, department and friends.

Richmond County Coroner Mark Bowen said Case was shot at least once in the 1200 block of 13th Avenue and pronounced dead at 10:25 a.m.

Smitty Oliver Melton, 65, is the suspect in Case’s homicide, police said. The sheriff’s office is also asking the public’s assistance in locating Melton’s vehicle, a black Chevrolet S-10 or GMC Sonoma with an extended cab.

According to the sheriff’s office, Melton is suspected in driving around in the vehicle.

The Richmond County Sheriff’ Office encircled Melton’s home Thursday. It has an old, “Noah Ark Mission” out front and court records show it is in foreclosure proceedings for Melton not paying property taxes.

Tamekila Walton, a neighbor, said she heard four gun shots and she and several others ran to find Case lying in the road.

“We were just trying to catch the breeze in the morning,” Walton said. “We heard the shots so then we ran down there.” Walton said.

Case was still alive when police arrived and officers began administering CPR, but he appeared to have died before an ambulance arrived, she said.

Four large red shell casings on the ground looked like shotgun shells, Walton said. She also saw bullet holes in the door of Case’s city vehicle, she said.
