Police: Homeless Man Beaten To Death By Group Of Juveniles

PHILADELPHIA (CBS) — Authorities are investigating after a homeless man was beaten to death by a group of juveniles, according to the Philadelphia Police Department.

It happened Sunday around 6 p.m. in the 4200 block of Loring Street in the Holmesburg section of the city.

Police found 57-year-old Kevin Cullen lying on the ground unconscious. He was taken to an area hospital where he died Monday morning.

Police tell CBS3 that the suspects were only described as a “group of juveniles.” Police are currently questioning two teens.

Investigators say the motive was robbery.

A group of teens robbed a man then left him for dead along a Northeast Philadelphia street, Philadelphia Police said.

The teens beat the man just before 6 p.m. Sunday along Loring Street near Frankford Avenue. They left him bleeding from his nose and unconscious, with his pockets turned out, police said.

Medics rushed the man, later identified as Kevin Cullen of Southampton Road, to the hospital where he died Monday morning.

Responding officers learned that a group of teens in dark clothing, one in camouflage, was seen walking away from the scene, investigators said. Officers caught up to two teenagers about a half mile away on Torresdale Avenue.

As of Tuesday morning, no one was under arrest, however, or facing charges, police said.

Sources: Police Facing Internal Challenges As Investigators Close In On Teens In Deadly Homeless Man Beating

PHILADELPHIA (CBS) – Sources tell CBS3 that Philly homicide detectives are making progress in identifying as many as five teenagers behind the savage beating of Kevin Cullen.

Cullen, who family and friends say was homeless, was brutalized Sunday night at the corner of Loring and Erdrick Streets. He died 12 hours later at the hospital.

The neighborhood, fond of Cullen, is anxious for police to make arrests.

“It’s always like that,” neighbor Donna Fricker said. “It takes somebody to die for people to start speaking and saying things.”

Philadelphia police have had challenges, largely internal ones with the District Attorney’s Office, according to two sources with direct knowledge of the case.

After detectives recovered a dropped cell phone linking one teenager to the crime scene, sources say police were ready to file charges.

The teen had been brought in for questioning, but a staff member at the DA’s office halted their efforts, allegedly telling detectives they didn’t
have an interview with the victim.

At this point, no such interview was possible, police say. Cullen was on life support and near death. As a result, the teen was released.

CBS3 spoke to Jennifer Wall who found the phone on the ground and handed it over to police.

She and others are curious about the hold up on filing charges.

“Hopefully the videos here will prove otherwise, because the video cameras, everyone has them. Hopefully they’ll show them dropping the phone, leaving the scene,” Wall said.

A spokesman for the district attorney’s office declined to comment on the claims made by police sources.

CBS3 has also learned detectives are evaluating any possible connection to another beating a week ago near Saint Hubert’s High School. In that case, a group of teens assaulted a man, who like Cullen, was alone, but he survived. No arrests were made in that assault.

Officially, police had no comment on the progress of the investigation.

PHILADELPHIA (CBS) — Authorities have arrested and charged three teeniggers in coonnection to the beating death of a homeless man in Northeast Philadelphia.

Police have charged 14-year-old Brandon Conrad, 16-year-old Malik Page and 17-year-old Emmanuel Harris with the murder of 57-year-old Kevin Cullen. All three teens have been charged as adults. They also face criminal conspiracy, robbery and related charges.

Police say they were called to the 4200 block of Loring Street in the city’s Mayfair neighborhood on Nov. 26 for reports of a robbery in progress.

It was there that officers found 57-year-old Kevin Cullen laying on the ground unconscious. He was taken to Aria-Torresdale Hospital, where he died the next day.

Investigators say robbery was the motive for a group of teenagers who attacked Cullen, a man neighbors and family say had no permanent home and often slept behind a local bar.

“He lived the way he wanted to live, we always thought of him, we never forgot about him,” said Cullen’s brother, Tom, during a candlelight vigil on Wednesday night. “He was a fixture in the neighborhood. People knew him.”

Two of the three teenagers, accused of beating a homeless man to death last year, will spend anywhere from four to 25 years behind bars for their role in the attack.

Fifteen-year-old Brandon Conrad and 17-year-old Malik Page pleaded guilty to a number of charges, including third-degree murder.

The third teenager, 18-year-old Emmanuel Harris, is still awaiting trial.

Because Conrad only delivered the first blow to 57-year-old Kevin Cullen, he was sentenced to just four years in a juvenile facility.

Page was sentenced to 12 and a half to 25 years behind bars for stomping and kicking the Mayfair man last November.

Two teens have pleaded guilty to fatally beating a homeless man in Northeast Philadelphia, and both apologized to the man's family in court.

The Philadelphia Inquirer reports 15-year-old Brandon Conrad and 17-year-old Malik Page admitted in consecutive hearings Thursday to participating in the deadly assault on 57-year-old Kevin Cullen.

Conrad pleaded guilty to third-degree murder, robbery and conspiracy and was sentenced to four years at a juvenile facility.

Prosecutors say Conrad's age influenced the sentencing recommendation, and that he threw the first punch but didn't continue assaulting Cullen in 2017.

Page pleaded guilty to the same charges and received a sentence of 12½ to 25 years for stomping and kicking Cullen in the head and face.

He broke down in tears after apologizing to Cullen's relatives.

A third co-defendant, 18-year old Emmanuel Harris, awaits trial.
