Dallas man gets 27 years in federal prison for trafficking developmentally disabled teen

A federal judge sentenced a 26-year-old Dallas man to more than 27 years behind bars Monday after Kenneth Laray White pleaded guilty to prostituting a developmentally disabled 18-year-old girl.

White pleaded guilty in March to two felony counts, one related to his using Backpage.com to traffic the girl he and his 24-year-old brother Damion had known since she was 15. Damion has also pleaded guilty and is scheduled to be sentenced later this month. A third defendant — their 31-year-old cousin Mecose Mendale Shorter — is scheduled to go to trial next month.

Federal court documents show that Kenneth and Damion White knew the victim since she was 15, and that when she turned 18 they “devised a plan to recruit her to engage in commercial sex acts for them by taking advantage of her diminished mental capacity,” according to the U.S. Attorney’s Office. The plan took shape in July 2013, when Damion convinced her to go with him “under false pretenses.”

That very night, court records show, the brothers took the girl to a Dallas motel, where they’d rented a room. Kenneth used his phone to take photos of the girl that were then posted to Backpage.com.

“They deprived her of food and prevented her from leaving the room to encourage her to engage in commercial sex acts for them,” says a release from federal prosecutors. “Kenneth White had sex with the victim, and the victim eventually engaged in commercial sex acts and provided the money she earned to Kenneth White. Kenneth and Damion White used the Internet and a cell phone to coordinate the victim’s commercial sex acts with potential customers.”

They then moved her to a different hotel, where Dallas police officers found her on July 22, 2013.

But the brothers weren’t arrested until February 25 of the following year. Kenneth was found at his girlfriend’s house. He had in his possession a loaded Romarm/Cugir 7.62-caliber rifle, along with three magazines under his mattress. Damion told police he’d recently purchases the rifle, among other firearms. He also copped to having been under indictment in a felony marijuana case.

Kenneth and Damion tried to withdraw their guilty pleas in September, insisting, among other things, that they had poor representation and that the victim had changed her stories about what had happened. U.S. District Judge David C. Godbey denied their motions, which prosecutors called “outrageous, unfair and unjust.”

A Dallas man was sentenced to 20 years in federal prison Monday for sex trafficking a mentally disabled 18-year-old girl.

Damion Kentrell White, 24, pleaded guilty to one count of using a facility of interstate commerce in aid of a racketeering enterprise and one count of illegal receipt of a firearm by a person under indictment.

His brother Kenneth White, 27, was sentenced earlier this year to more than 27 years in prison on similar charges. Another defendant in the case, Mecose Mendale Shorter, a 32-year-old from Dallas, is scheduled to be sentenced later this month.
