Philadelphia Police say this man got out of this minivan then killed a man walking two small dogs.

Philadelphia Police hoped a $20,000 reward and a sketch of a bearded man in a hoodie and a photo of a minivan he rode in would help them track down a killer.

The man in the sketch got out the passenger side of an older, possibly silver Dodge or Chrysler minivan then into a verbal argument with Mark Marshall as the PPA worker walked his two Chihuahuas near 47th Street and Chester Avenue in West Philly on Dec. 16, said police.

Investigators released a sketch Tuesday in hopes that someone would recognize the medium-built man in his late 20s to early 30s who stands between 5-feet, 7 inches and 5-feet, 10-inches tall with a beard who wore a light hoodie and orange wool cap  as he opened fire on Marshall after following him one block to Kingsessing Avenue.

Bullets struck Marshall in the neck, chest, back, arms and legs, police said. Marshall was taken to Penn Presbyterian Hospital, where he died a short time later.

Marshall, who worked for the Philadelphia Parking Authority, lived in a home about a block away from where he was shot, police said.

The dogs were placed in the care of a neighbor.

The city offered $20,000 to anyone who helps bring the shooter to justice.

Police asked anyone with information on the shooting or who recognize the gunman to call homicide detectives at 215-686-3334/35/36 and ask for Det. Gregory Santamala.
