A convicted Texas sex offender has been indicted on charges that he kidnapped and raped a woman Oct. 24 in eastern New Orleans while free on bond.

Walter "Winkie" Bell, 42, was named in a three-count indictment handed up Thursday (Dec. 3) by the Orleans Parish grand jury. Bell, also known by the nickname "Walt Dog," is charged with second-degree rape and second-degree kidnapping of an unidentified woman. Criminal court Judge Franz Zibilich set Bell's bond at $2.5 million.

A New Orleans police log of major offenses listed one rape Oct. 24, reported shortly before 8 a.m. in the 7400 block of Chef Menteur Highway. Neither that report nor the indictment disclosed the age of the alleged victim.

Assistant District Attorney Payal Patel told Zibilich that Bell had three previous convictions, including one for indecency with a child in Harris County, Texas, which encompasses Houston.
