EVERETT, Wash. - Everett police say they've arrested a 40-year-old man for the rape and murder of a resident at a halfway house.
Detectives say Kenny J. Tate, the manager of the home, admitted to killing Daniel B. Dubeau, who refused his sexual advances. The two smoked methamphetamine Wednesday afternoon, charging papers say. Tate later used the home's surveillance system to track Dubeau's moves through the house before strangling him with a belt and then raping him.

Arriving officers found a deceased white male in his 30’s on the floor in the manager’s room. During the initial investigation drug paraphernalia was found, the death was deemed suspicious and detectives with the Major Crimes Unit were requested.
